Discussions will focus on outlining a roadmap for future collaborations
An five-member Indian delegation from the Department of Administrative Reforms and Public Grievances (DARPG), led by Secretary DARPG and Director General of the National Centre for Good Governance (NCGG) V Srinivas is visiting Colombo from July 7-9, 2024. This visit, organized at the invitation of Sri Lanka’s Ministry of Foreign Affairs, aims to enhance bilateral cooperation in personnel administration and governance through capacity-building programs for Sri Lankan civil servants in India.

The primary focus of this visit is to foster collaboration between the National Centre for Good Governance (NCGG) and the Sri Lanka Institute of Development Administration (SLIDA). This collaboration seeks to establish comprehensive capacity-building programs designed to enhance the skills and capabilities of Sri Lankan civil servants. 

During the three-day visit, Srinivas will engage in a series of high-level meetings with key Sri Lankan officials. These include E.M.S.B. Ekanayake, Secretary to the President of Sri Lanka, Anura Dissanayake, Secretary to the Prime Minister of Sri Lanka, and Pradeep Yasarathne, Secretary Ministry of Public Administration, Home Affairs, Provincial Council and Local Government. These meetings aim to firm up the roadmap for collaboration in personnel administration and governance for the period 2024-2029.

In addition, the Indian delegation will make a courtesy call on Prime Minister of Sri Lanka Dinesh Chandra Rupasinghe Gunawardena.

The delegation's agenda includes discussions on capacity-building programs for Sri Lankan civil servants and the potential signing of a long-term agreement through a Memorandum of Understanding (MoU) for capacity-building initiatives. These discussions will focus on outlining a roadmap for future collaborations and exchanging insights on effective governance practices.

A key component of the visit includes an interactive session with NCGG alumni who are now part of the Sri Lankan Civil Service. This session aims to gather feedback, share experiences, and discuss the impact of previous training programs on their professional development and contributions to public service in Sri Lanka.

Furthermore, the delegation will visit the Sri Lanka Institute of Development Administration (SLIDA) to engage with faculty members and civil service officers. These interactions will focus on capacity-building initiatives and the implementation of centralized public grievance redressal systems. The program also includes a presentation session by the district administration, providing an overview of public services offered by the district and facilitating an open discussion between district officials and the visiting delegation.

The National Centre for Good Governance (NCGG) has a history of organizing capacity-building training programs for senior and mid-level officers of Sri Lanka. Earlier this year, from February 12-17, 2024, NCGG hosted a delegation of 14 senior Sri Lankan civil servants. To date, NCGG has trained a total of 95 civil servants from Sri Lanka, reflecting the strong bilateral ties and the commitment to enhancing public service delivery through continuous learning and development.

The Department of Administrative Reforms and Public Grievances (DARPG) serves as the nodal agency of the Government of India for administrative reforms and the redressal of public grievances. It plays a crucial role in documenting and disseminating successful good governance practices through various media and publications. The department also actively participates in international exchange and cooperation to promote public service reforms, aligning with global best practices.
